1. Welcome and call to order – 9:05 AM 

2. Minutes from the March 2007 Spring Wheat Technical Board meeting were read by Jim Anderson and approved. 

3. Financial Report

            CD $21,111.07
            Checking $4,478.87

 4. Budget

2007: 12 lines at 30 locations.  Actual cost was $2,940 (2400 grow-out ($80/location) + 540 sample shipping) 

2008 budget is $3,200.  Grow-out cost may increase from $80 to $100.

5. Board Positions

Nominations: Greg Fox Westbred breeder) was nominated and approved by unanimous vote.  He agreed to serve as Vice-Chair
          Bob Sombke (North Dakota State Mill) was nominated and approved by unanimous vote and will serve as Secretary

6. 2007 Overall Crop

           Jim Peterson commented on the 2007 spring wheat crop:
Summary: exceptional quality, very little damage and no DON, low damage, some smaller kernels and lighter test weights, protein lower than 2006 but near 5 yr. average, farinograph slightly weaker than 2006 but stronger than 5 yr. average, smaller loaf volumes, excellent dough handling and bake properties, 64% of crop was #1 DNS

          Growing season: plentiful moisture in June, July and August hot and dry, later planted crops had more stress and smaller kernels, good harvest conditions

Brian Walker comments: Did not see lower loaf volumes, farinograph strength down a bit, but still good because of good recovery, no disease which makes a big difference, not the best milling quality crop (2006 was better), scarce supply of HRS has resulted in creativity with blending to satisfy the millers/bakers/ needs.

7. 2007 Grow-out (Dale Williams)          

12 entries at 5 locations: Brookings (2 samples), Casselton (7), Crookston (10), Minot (5), Williston (5)

Grow-out conditions are reported on page 33 of the report
          Williston was a new grow-out location for 2007

Minot and Williston somewhat poor due to late-season drought, harvest conditions were good

 8. Report Format

           Ben Handcock indicated that past years’ reports are available online.

9. OVA Project (Jim Peterson)

           Utilize same check samples and locations as WQC
           Payment for grow-outs: MN, ND, SD, and MT state wheat commissions
           Samples are milled by NDSU
           2007 samples: Kelby, Choteau, Vida, McNeal, RB07, MN00261-4, Kuntz, Faller, Howard
           2007: 20 international collaborators

10. Announcements:

HRS Technical Review session 8AM Feb. 21
          March meeting of Advisory Board likely in Fargo this year
          Spring Wheat Tour, July 28-31, 2008 (may be extended west to cover the durum region better) 

11. High Wheat Prices

Dave Green asked about potential acreage increases with the high wheat prices.  Comments from North Dakota and South Dakota producers were that seed sales were strong, reflecting the fact that most growers cleaned out their bins and planned to buy new seed for 2008 planting.  There is strong acreage pressure from other crops, mostly corn and soybean, and growers are reluctant to disrupt their rotations.
